剧中的五位男女主人公性格各异，年龄、背景也有很大差别，他们各有各的生活观念，各有各的兴趣爱好，各有各的问题、烦恼、弱点甚至缺点。通过五位主人公之间、五位主人公和形形色色的纳税人之间不断发生的碰撞，在基层税务所这个小天地里，上演了一幕幕既令人捧腹又耐人寻味的人间喜剧。
