少年隊成員姊弟受到可怕襲擊，假面騎士Ｘ深入基地拯救無辜市民，與眾怪人展開連場激戰。最後，五位假面騎士：一號、二號、Ｖ３、騎士人與Ｘ共同聯手，誓要粉碎黑暗皇帝的血腥陰謀。
