融合了日常生活与动漫恶搞的《幸运星》，根据热门4格漫画改编，一个个小故事，以四位少女为中心展开。京都动画公司继《凉宫春日的忧郁》之后，又一部充满温馨与欢乐的校园喜剧。
笑笑茶楼位于现代都市老街区的尽头，当年这里曾经是二人转剧团，因为大家都知道的原因，剧团几年前解散了。剧团原址被老艺人龙妈妈和儿子龙大龙承包开了茶馆。这一天，是龙妈妈六十岁生日，龙妈妈的徒弟韩笑笑组织师兄弟前来茶馆祝寿，还带来原剧团的乐队师傅，她献给师娘的礼物是精美的二人转，勾起在场所有人的戏瘾。包括龙大龙在内，师兄弟们都是龙妈妈的徒弟，也都是二人转剧团的演员。大家唱得酣畅淋漓，齐声建议师娘别开茶馆开戏馆，龙妈妈同意了。徒弟们都辞去各自的工作，一起聚拢在龙妈妈身边来。楼下还是茶社，楼上是二人转戏园子，“笑笑茶楼”开张了……
