城北大学学生·筑波洋在练习滑翔机的时侯帮助了被不明组织追赶的改造工学者·志度博士。博士曾是与企图征服世界的组织·新修卡的合作者，但由于组织的残忍做法而令博士的良心受到谴责，从而选择逃离新修卡。洋为了匿藏博士而被新修卡的怪人打至垂死。博士为了救活洋而回到了新修卡，并把洋改造为改造人。
